PhilNITS to host computer training in Dumaguete City

DUMAGUETE CITY, Jan. 17 (PIA) THE Philippine National Information Technology Standards Foundation, Inc. (PhilNITS) will be hosting on IT Passport Examination for students on January 19 in Dumaguete City.
Participants from colleges and universities in Negros Oriental and University of San Carlos in Cebu City are expected to participate in the seminar.
Deand of College of Computer Studies Dae Habalo of Foundation University said the half-day seminar, to be held from 1:30 to 5:00 p.m. at the LG Sinco IT Audio Visual Rooms, has been commissioned by the Japan Overseas Development Corporation (JODC) of the Ministry of Economy Trade and Industry of Japan.
Habalo said attendance in this seminar is a requirement for those who will take the IT Passport exam on April 29 at Foundation University.
PhilNITS president, Ma Corazon Akol said the seminar aims to promote the new PhilNITS IT Certification Project being introduced by the Information Technology Promotions Agency (IPA) of Japan.
Aside from Akol, the semianr will be conducted by Mr. Shinichiro Kato, JODC expert assigned to PhilNITS, and Mr. Alfran Keith Consing. (PIA/JCT)

Sibulan sitio eyed to benefit from peace, development project

DUMAGUETE CITY, Jan. 17 (PIA) --- A sitio in the town of Sibulan, Negros Oriental was identified as one of the proposed communities for the Peace and Development Community (PDC) livelihood and development projects in the Negros island.
Sitio Talirokon in Brgy. Enrique Villanueva of Sibulan town was identified by the Manila-based Office of the Presidential Adviser on the Peace Process (OPAPP) after an intensive profiling done last year.
The sitio is located around 50 kilometers away from Sibulan town proper. Its 1,118 hectare-area accommodates 57 families, said Sibulan Information Officer Connie Rosales.
A total of P24 million has been allocated for the community development and livelihood projects from PAMANA or Payapa at Masaganang Pamayanan (Peaceful and Resilient Communities) which covers the development interventions to be implemented in the identified communities.
“The funds will be released in tranches to the Provincial Government of Negros Oriental and the Sibulan municipal government once the closure agreement has been signed,” said Rosales.
PAMANA is the government’s program and framework for peace and development in conflict-affected areas which aims to reduce poverty, improve governance and empower communities to address issues of conflict through community-driven initiatives that promote peace.
Said initiatives include capacity building, road rehabilitation and livelihood projects.
In view of this, officials from OPAPP and selected leaders of the Negros and Panay Peace and Development Community are set to meet with representatives from the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas-Revolutionary Proletarian Army-Alex Boncayao Brigade (RPMP-RPA-ABB) this month to discuss the mechanics of the PDC projects.
“They will determine the appropriate livelihood and other development interventions for the identified communities,” said Rosales.
According to OPAPP Executive Director Luisito Montalbo during a writeshop conducted recently in Bacolod City, the government through OPAPP is vigorously pursuing a closure track with both the Tabara-Paduano Group and the RPMP-RPA-ABB.
“The socio-economic development component of the agreement will be given to communities through PAMANA,” said Montalbo.
In line with the mandatory provision for the closure pact with the RPMP-RPA-ABB is the disposition of arms and forces and its transformation into a legal, unarmed, socio-economic organization. (RMN/PIA Negros Oriental)

3 more Bais City sitios energized in 2011

DUMAGUETE CITY, Jan. 17 (PIA) --- Three more sitios have been powered up in the hinterland areas of Bais City, Negros Oriental as of last year.
The city government of Bais appropriated about P3.5 million in 2011 for the energization of the remote sitios in its area, said Engr. Patricio Miaco, head of the Electrical Division in Bais City Engineer’s Office.
Even though all of Bais City’s total 35 barangays have been energized, there still remains 60% of the sitios in the city that are not enjoying electricity.
Engr. Miaco said they spend around P2 million for the installation of distribution lines for every kilometer from the poblacion area to the sitio.
“Most of these sitios are located so far from the poblacion area,” he said.
The Bais City government relies solely on its funds to power up its sitios.
“We make the design and facilitate the construction of the distribution lines, upon the approval of NORECO I,” added Miaco.
Bais City is under the coverage area of the Negros Oriental Electric Cooperative I which is based in Bindoy town.
Earlier, Pres. Benigno S. Aquino III approved the release of funds worth P1.1 billion for the energization program of the National Electrification Administration (NEA) to provide power in far-flung areas in the country. (RMN/PIA Negros Oriental)

GIZ, NegOr ink MOA to preserve forestland

DUMAGUETE CITY, Jan. 17 (PIA) The German Development Corporation (GIZ) and the provincial government of Negros Oriental together with the Department of Environment and Natural Resources (DENR) committed to sustain forestland management and strengthened their partnership recently by signing a memorandum of agreement (MOA).
Under the agreement, the GIZ will provide technical and financial support to the province’s effort to protect and preserve forest cover in its Forest Land Use Plan (FLUP).
The GIZ’s P100 million worth of grants and services to local government unit-beneficiaries will also be supplemented of P1million by GUs as their own counterpart.
With the recent typhoon Sendong which damaged P1.2 billion worth of crops and infrastructure, Provincial Governor Roel Degamo said this forestland management hopefully serves as a buffer against future floods and landslide.
The governor led the signing of the agreement with DENR Regional Technical Director, Dr. Isabelo Montejo; GIZ Country Director Robert Kressirer and their local counterparts for an affirmation of full support to co-manage forestlands in the province and to create provincial forest use land assistance team (PFAT) to coordinate forest land use planning and monitor its implementation.
Currently, there are 11 LGUs are implementing their FLUPs, and eight more LGUs have requested for technical assistance from DENR to start their FLUP preparation.
Of the eleven with FLUPs, 10 of these have also signed a co-management agreement with DENR to directly manage a specific portion of the forestland within their territorial jurisdiction.
The Community Based Forest and Mangrove Management Project (CBFMMP) also supports the signed agreement to promote sustainable management of forest and forestland in Negros Oriental.
In Negros Oriental, Bayawan City, La Libertad, and Sta. Catalina are part of the recipients of loan and grant intended to sustain management of forests and mangroves and as livelihood assistance. (PIA/JCT)
