DAR presents CARPer law to law grad students in Dumaguete City
DUMAGUETE CITY, March 18 (PIA) -- Graduating law students from three universities in Dumaguete City participated in a symposium on Comprehensive Agrarian Reform Program and its amendments under RA 9700.
The Department of Agrarian Reform (DAR) in Negros Oriental in cooperation with Silliman University College of Law and Dr. Jovito Salonga Center for Law iniated the gathering to allow law students the opportunity to learn about the new CARPer law.
The symposium held at Silliman University, College of Law Moot Court on March 14 was the second of the series of symposia where graduating law students from Silliman University, Foundation University and the Negros Oriental State University gathered to learn more from law experts.
DAR Information Officer Aileen Villaseca said this in line with the DAR’s awareness campaign on the Comprehensive Agrarian Reform Program Extension with Reforms (CARPer) law.
The activity was graced by Provincial Agrarian Reform Officer I Lumel Dael-Chiu and Atty. Norberto Denura, Agrarian Desk Head of the Salonga Law Center.
The speakers include Atty. Louie Naranjo, DAR-Chief of the Legal Assistance Division and Atty. Vivian Olis-Maquiling, the Provincial Agrarian Reform Adjudicator (PARAD).

NegOr, Siquijor academe hold peace education

DUMAGUETE CITY, March 18 (PIA) -- Over a hundred faculty and student-teachers from schools in Negros Oriental and Siquijor provinces recently participated in a workshop on peace education in Dumaguete City.
The workshop, facilitated by three academic units in Silliman University (SU), is in response to Executive Order No. 570 or “Institutionalizing Peace Education in the Curriculum – Its Impact to Teaching Peace” issued in 2006.
EO 570 mandates the Department of Education (DepEd) and the Commission on Higher Education (CHED) to “actively promote a culture of peace in the educational system” in the country.
“The teachers discussed the state of peace education in the two provinces and the extent to which it is integrated into their academic curriculum,” said SU Office of Information and Publications Mark Raygan Garcia in a statement.
Garcia said the participants were engaged in a series of discussions on addressing local challenges to the integration of peace education.
Techniques on module design and development were also presented.
“The teachers were later asked to plot out strategies on how to reflect peace themes, topics and values in their lesson plans,” added Garcia.
The workshop was conducted by SU’s Center for Excellence Learning and Teaching Activities of the College of Education, in partnership with the Justice and Peace Center and the Divinity School.
The topics were facilitated by Prof. Josefina Villareal-Villanueva, coordinator of the Peace Development Educators Program at the Pax Christi Institute in Bacolod City.
Villanueva specializes in conflict analysis, peace education, conflict resolution and reconciliation.

Power outage caused by wayward car, says NGCP

DUMAGUETE CITY, March 18 (PIA) -- Power outage experienced recently in parts of Negros Oriental was reportedly caused by a private vehicle that accidentally hit the wires that support one of the transmission structures in barangay Taclobo, Dumaguete City.
National Grid Corporation of the Philippines (NGCP) Visaysas Communication Officer Elmer Cruz said the incident caused the tripping of the Amlan-Siaton 69kV transmission line.
However, Cruz said the NGCP restored the power transmission services at once after re-energizing the said transmission line.
Customers of Negros Oriental II Electric Cooperative, Inc. (NORECO II) experienced the unplanned power interruption which lasted about three hours.
The Mabinay-Bayawan 69kV transmission line was also de-energized during that day per request of NORECO II to facilitate repair activities at their Banaba substation.
NGCP continues to strengthen the transmission network with its regular maintenance ac-tivities done in close coordination with NORECO II. Both utilities are working together to im-prove services to power consumers, said Cruz. (mbcn/JCT/PIA-Negros Oriental)

GK challenges volunteers to build 120 houses for Sendong victims in NegOr for 5 days

DUMAGUETE CITY, March 18 (PIA) -- Some 120 houses are expected to be built during the 5th Gawad Kalinga (GK) Bayani Challenge from April 9-14 in Amlan, Negros Oriental.
GK Bayani Challenge event head Roslyn Tambago said priority beneficiaries of the GK houses are victims ofTropical Storm Sendong victims in barangay Tambuhangin and other riverside barangays in Amlan.
The organizer expects 2,000 volunteers from the locals and other areas overseas such as USA, Australia, Singapore, and Cambodia to register with the program.
The GK Bayani Challenge is a five-day test of courage, endurance and love for country that Gawad Kalinga has staged annually since 2006.
Teams of 15 people go on an adventure to plant hope on ground by building sustainable communities, fostering friendships, and transforming lives that are critical to nation building, said Tambago.
Anchored on the theme “Pilipinas , Ngayon Na!”, this year’s GK Bayani Challenge is expected to gather about 10,000 volunteers from various parts of the country and the world for the provinces of Cagayan de Oro, Iligan, Masbate, Mindoro Occidental and Negros Oriental.
The activity will not only focus on building houses, but also on preserving the environment through coastal cleanup, mangrove and tree planting.
During this weeklong challenge in building houses for flood victims, simultaneous activities will be held that include feeding program, story-telling sessions, games, and sports clinic for children aged six to ten years old in the area.
The public schools in the area will also be refurbished; some volunteers will paint walls, landscaped gardens, and repair tables and chairs to make schools conducive to learning, Tambago said. (mbcn/JCT/PIA-Negros Oriental)

Former Chief Justice is Silliman University’s graduation speaker
DUMAGUETE CITY, March 18 (PIA) -- Former Supreme Court Chief Justice Reynato S. Puno will address this year’s graduating class of Silliman University (SU) as the commencement speaker.
The former chief justice will speak before SU’s 974 total graduating students during the 99th University Commencement Exercises today.
SU Office of Information and Publications (OI) Director Mark Raygan Garcia, in a statement, announced that the university will also confer on Chief Justice Puno the honorary degree of Doctor of Laws, honoris causa, during the graduation ceremony.
“An honorary degree is the highest form of academic recognition accorded an individual of national and international stature by the University. A Doctor of Laws, honoris causa, is given for demonstrated exceptional achievement in the pursuit of social order and development,” said Garcia.
Silliman is honoring the former chief justice for being a person of “high competence, untarnished character, and unflinching Christian faith, making him a model citizen and Filipino.”
“He has consistently proven the value of integrity and solid moral convictions in the practice of the legal profession and the administration of justice,” added Garcia.
Puno started his professional practice in 1962. Nine years after, he was appointed Solicitor in the Office of the Solicitor General.
At age 32, he was designated Acting City Judge of Quezon City Branch II, concurrently as Solicitor; two years after, he became Assistant Solicitor General; and then at age 40, he was appointed Associate Justice of the Court of Appeals.
In 1993, under the administration of President Fidel V. Ramos, he was made Associate Justice of the Supreme Court (former Philippine President Ramos also received an honorary degree from Silliman).
In 2006, President Gloria Macapagal Arroyo appointed him as the 22nd Chief Justice of the Philippines.
Puno obtained his degrees of Bachelor of Science in Jurisprudence and Bachelor of Laws from the University of the Philippines in 1962.
He completed his Master of Comparative Laws as valedictorian at the Southern Methodist University in Dallas, Texas, USA in 1967, on a full scholarship from the Academic of American Law.
He earned his second graduate degree, Master of Laws, at the University of California at Berkeley, USA in 1968, on another full scholarship from the Walter Perry Johnson Foundation.
Married to the late former Supreme Court Clerk of Court Atty. Luzvminda D. Puno with whom he has three children, the former Chief Justice is also a lay preacher of the United Methodist Church and member of the Board of Trustees of the Philippine Bible Society, World Vision and International Red Cross, Asia Pacific Region. Out-of-school youth leadership summit set
DUMAGUETE CITY, March 18 (PIA) -- About 60 out-of-school youths (OSYs), aged 14- 16, from the hinterland villages in Negros Oriental are expected to participate in the Youth Leadership Summit (YLS) on April 25-27 in Dumaguete City.
The three-day youth summit camp banners the theme “Sharing Our Planet: Deforestation” to increase awareness and empower the youths to promote the positive change in deforestation.
Oriental Negros Children’s Advocacy (ONCAN) spearheads the Summit in coordination with the military groups and various non-government organizations (NGOs) in support of the stay-in activity on educating the youth. Here, they will be taught how they can help address the issues on environment protection, insurgency, and perhaps drug abuse prevention, human rights, and spiritual values.
ONCAN President Marietta “Baby” Jambora emphasized that the summit also aims to develop leadership skills, team building, and role playing through exposures in various exercises and group activities.
The YLS is part of the Bayanihan Para sa Kabataan project which involves various stakeholders consistent with the spirit of “Bayanihan,” said Jambora. (mbcnJCT/PIA-Negros Oriental)
