PNP NegOr reports crime incidents down

DUMAGUETE CITY, Negros Oriental, Oct 18 (PIA) --The Philippine National Police (PNP) in Negros Oriental reported a decrease of crime incidents in the third quarter of this year as compared to the same period in 2011.
NegOr Police Senior Superintendent Edward Caranza in a Provincial Peace and Order Council meeting on October 15 reported that there were 684 crimes committed from July to September, a decrease of 108 incidents or lower than 792 crime volume of the same period of last year.
Carranza said the reduction of the number of crimes can be attributed to the PNP's intensified police visibility and relentless campaign against all forms of illegal and unlawful activities throughout the province.
PNP accomplishments showed that index crimes recorded 391 and 293 for non-index crimes this year compared to 531 incidents and 261 cases respectively for the same period last year.
For the period covered (3rd quarter of 2012), theft had the highest incidence with 137 cases or 15.95 percent followed by physical injuries with 88 or 29.03 percent.
Robbery on the other hand was at 62 or 54.07 percent, murder with 44 or 4.54 percent, carnapping with 34 or 44.4 percent, homicide with 12 or 50 percent, rape with 11 or 38.8 percent, and 3 cases or 50 percent for cattle rustling.
Index crimes are those crimes committed against persons while non-index crimes are violations of special laws such as illegal logging or local laws or ordinances.
For the campaign against loose firearms, the PNP confiscated and recovered 116 loose firearms with 44 persons arrested in 116 operations conducted within the quarter this year.
On anti-illegal drugs operations, PNP NegOr arrested 51 persons and confiscated 111.57 grams of shabu, 6.92 dried marijuana leaves worth P1,317,084 in 39 operations conducted.
Campaign against illegal gambling for the same period arrested 105 persons, filed 43 cases in court and seized P140,084 bet money in 96 operations conducted.
The PNP reported also that its crime solution rate was 35.23 percent against 31.81 percent and crime clearance efficiency is at 32.6 percent versus 33.08 percent for the period covered.
Crime clearance efficiency is the percentage of cleared cases out of the total number of crime incidents handled by law enforcement agencies at a given time.
The provincial police office assessed the peace and order situation in Negros Oriental as generally peaceful based on the crime statistics. (mbcn/JCT/PIA-Negros Oriental)

Army provides free rides for sports meet participants in Tanjay

DUMAGUETE CITY, Oct 18 (PIA) -- In a show of Bayanihan spirit, the Philippine Army’s 302nd Brigade provided two M35 trucks to transport from remote villages in Tanjay City, student athletes and teachers, who will join the City Schools Division athletic meet initiated by the Department of Education in Tanjay.
A total of 70 athletes and teachers from three high schools and elementary schools in Brgy. Sta. Cruz Viejo boarded early today M35 trucks, commonly known as 6x6 trucks that took them at the athletic meet venue at Quezon Park in the city.
Brigade Public Information Officer Capt. Anacito Naz, in a statement, said the students and teachers are from Domingo Ledesma Mapa Memorial High School, Don Placido Mapa Memorial School, and Doña Loreto Mapa Ledesma Memorial School.
Naz said the brigade has extended, since January this year, more than 120 transportation assistance to various elementary and high schools across the province.
Colonel Francisco M Patrimonio of the 302nd Brigade said the transportation assistance is one of the brigade’s contributions under its Bayanihan program as a way of maintaining peace and security in Negros Oriental. (RMN/PIA Negros Oriental)

GIZ to install early warning system devices in 2 NegOr towns

DUMAGUETE CITY, Oct. 18 (PIA) -- A German enterprise assisting the German government in the Philippines is set to install an early warning system, specifically the Local Flood Early Warning System (LFEWS) in the towns of Sibulan and Valencia.
Said towns were identified to be most affected by Typhoon Sendong that struck Negros Oriental on Dec. 17, 2011, said Sibulan Information Officer Concepcion Rosales.
The Deutsche Gesellschaft für Internationale Zusammenarbeit or GIZ will install the LFEWS in line with disaster preparedness.
A typical LFEWS consists of rain and river level gauges, and an “operations centre” that will process and analyze the data received into a warning message that is transmitted to the community level.
GIZ earlier held a two-day intensive training in the province to capacitate the disaster risk reduction management councils in the local government units (LGUs) specifically in using the early warning device.
"The training was conducted upon the request of the Environment and Natural Resources Division in the province," said Rosales.
She added that after the training, the participating LGUs are expected to craft a plan for the system installation in the areas.
Afterwards, GIZ experts will conduct an inspection of the areas and hold a dry run to ensure the system's efficiency and effectiveness. (RMN/PIA Negros Oriental)

State University faculty represents Philippines in Burma sea navigation talks

DUMAGUETE CITY, Oct. 18 (PIA) -- A faculty member of Negros Oriental State University (Norsu) represented the Philippines during an international conference discussing maritime safety.
Norsu maritime instructor Ralph Cardeño was the lone representative from the Philippines during the four-day conference at the Republic of the Union of Myanmar (Burma) held Oct. 1 to 4, 2012.
The conference was co-hosted by the Uniteam Marine Training Center and Myanmar Maritime University.
During the conference, Cardeño presented a paper entitled: "Ensuring Safety of Navigation at Sea: A Linguistic Discourse Analysis" which was co-authored by Norsu President Dr. Don Vicente Real and Prof. Consolacion Unabia.
Norsu Information Officer Joy Perez said Cardeño teaches English subjects and is the only one teaching maritime English at the state university.
The conference gathered maritime classroom practitioners from all over the world with the aim of improving and enhancing the standards of methods in the teaching of maritime English.
The forum also provides an opportunity for maritime and English teachers and their seniors in maritime institutions worldwide to present their research studies on teaching of English to cadets and seafarers and the linguistic and communication problems encountered at sea by seafarers.
Other participants came from the United Kingdom, Sweden, Finland, Germany, Belgium, Croatia, Singapore, Japan, France, China, Turkey, Ukraine and Myanmar. (RMN/PIA Negros Oriental)

Negros Oriental sets to bid for Palarong Pambansa 2013

DUMAGUETE CITY, Oct 18 (PIA) -- A group of local government officials led by Governor Roel Degamo is set to go to Manila on Friday, October 19 to participate in the bidding for the hosting of the Palarong Pambansa 2013.
Negros Oriental Department of Education (DepEd) Schools Division Supt. Salustiano Jimenez said the party includes Dumaguete City Mayor Manuel Sagarbarria, the three district representatives, and some members of the provincial board to convince the organizer in Manila during the bidding at the Bulwagan Hall central office of the DepEd.
Jimenez said Negros Oriental and Negros Occidental are the only remaining bidders for next year’s Palarong Pambansa after Cebu City withdrew, giving way to Dumaguete City in Negros Oriental.
Jimenez said the existing facilities around the capitol area and building quarters or playing venues within 20 kilometers give the province an edge against the other bidders.
Even if, he added, Bacolod City in Negros Occidental had already hosted four Palarong Pambansa.
“When the evaluators from DepEd central office came here to inspect and evaluate the province’s capacity to host, I convinced them to try what Negros Oriental has to offer,” Jimenez said.
He said hosting this country’s biggest sporting event will help promote not only the province’s sports development program but also its tourism destinations as some 20,000 visitors and guests are expected to come and witness the action during the Palaro.
Governor Degamo strongly pushes to host this national sports multi-event competition to bring forth economic benefits for the province as well as in Dumaguete City.
Seventeen regions will compete in the 16 sports disciplines to be contested in a week-long sports tournament. (mbcn/JCT-PIA7, Negros Oriental)
