POEA conducts anti-illegal recruitment seminar in Dumaguete

DUMAGUETE CITY, June 1 (PIA) --- Officials from the Phillippine Overseas Employment Administration (POEA) in Manila and Cebu are in Dumaguete City to conduct a three-day seminar on Anti-Illegal Recruitment and Trafficking in Persons seminar.
The seminar started today, June 1 antil June 3, at Bethel Guesthouse, this city, and attended by law enforcers and prosecutors, Dumaguete City's Public Service Employment Officer (PES) Socorro Mira told the Philippine Information Agency.
Tomorrow the seminar will be hosted by the provincial government here at the Negros OrientalConvention Center where the participants will be composed of representatives from the Department of Social Welfare and Development (DSWD), local government units (LGUs), academe, non-government organizations and the Association of Barangay Captains (ABC).
“On the third day, June 3, the seminar will move to the Dumaguete City Session Hall with the city government as the sponsor,” said Mira.
POEA is spearheading the seminar in coordination with the PESO office in the city. (RMN/PIA Negros Oriental)

Local civil society participation in budget deliberations urged

DUMAGUETE CITY, June 1 (PIA) Deputy House Speaker Lorenzo Tanada III has encouraged the rest of local government units (LGUs) in Negros Oriental to institutionalize people’s participation in the preparation of budget process.
AS Representative Tanada expressed support to the initiatives of the three municipalities of Dauin, La Libertad and Sibulan for allowing Non-Government Organizations (NGOs) and People’s Organization (POs) to participate in the preparation of local budget deliberations.
This he said help to ensure transparency measure and good governance of the municipality’s budgetary process.
Rep. Tanada is now in Dumaguete City as guest speaker of the capacity building course on financing, localizing and monitoring the Millennium Development Goals (MDGs) through the Social Watch Philippines (SWP).
For their contribution to achieve the MDGs to end extreme poverty by 2015, the local chief executives Neil Credo of Dauin, Lawrence Limkaichong of La Libertad, and Marcela Bartoces of Sibulan all issued an Executive Orders to formulate budget and programs to address the critical poverty reduction goals in their respective localities and to monitor the implementation of the budgets.
Through their MDG Technical Working Groups, the citizens are able to participate in the formulation of the budget and monitoring its implementation, said Tanada.
He said NGOs and POs should participate in the budget process as well as monitor project implementation to have a remarkable impact in the prioritization of the funds.
Under the measure, all accredited POs and NGOs may be allowed to take part and play a significant role in the deliberation of the local annual budget as well as the budget monitoring provided that they undergo mandatory accreditation process.
Meanwhile, former national treasurer Leonor Magtolis-Briones, SWP lead convenor, also encouraged the LGUs and PO’s in the training to work together to mobilize actual implementation of the budget for the MDGs.
Through the support of the European Union, SWP has helped set up the MDG TWGs in the three towns and provided guidance in formulation the programs and budgets for the MDGs. (PIA NegOr/JCT)

Army scholars treated to one-day educational tour

DUMAGUETE CITY, June 1 (PIA) --- The ten students recently picked to benefit from the scholarship assistance of the 11th Infantry Battalion (11IB) of the Philippine Army were treated to an educational tour in Tanjay and Dumaguete cities in Negros Oriental on May 28, 2011.
This came in the wake of the successful launching of the 11IB Lapu-Lapu Educational Assistance Program (LEAP) held May 25 where the ten scholars were identified.
The scholars, all from the interior villages of Guihulngan City, will be incoming freshmen studentsof the Negros Oriental State University in said city.
The Army brought the students for a tour at Camp Leon Kilat in Tanjay City where the 302nd Infantry Brigade is stationed, Silliman University campus, Robinson's Place, provincial Capitol and the Sidlakan Village.
Dumaguete City Mayor Manuel Sagarbarria and Vice Mayor Alan Gel Cordova hosted lunch for the scholars on the same day. The tour culminated with a dinner together with the 11IB officers at La Limar Resort in La Libertad town.
The 11IB troopers are also eyeing to sponsor a similar tour for pupils of selected elementary schools in Guihulngan Cty.
A statement from the battalion revealed that Grade VI pupils of Mabunga Elementary School in Brgy. Mabunga, Guihulngan City has been chosen as the first recipients of the educational tour.
The educational tour dubbed “Bayanihan para sa Kabataan- Lakbay Aral para sa Karunungan” is part of the 11th IB’s campaign to promote education among the youth as the key to a peaceful and progressive community. (RMN/PIA Negros Oriental)
