The top 10 regional awardees will be the official nominees of the region to the national search, where they bid for a slot in the national top 30 tilt.
Out of the 20 regional finalists, the following awardees from Central Visayas are Regina Clarina Elmaco and Joshua Eleazar Domen, both from St. Paul University-Dumaguete; Athena Gene Duran of Silliman University and Wilma Elizabeth Rada fo St. Theresa’s College; Michael Angelo Abarcar, University of Southern Philippines-Foundation; Nesie Fe Binatero, Bohol Wisdom School; Kenneth REgene Blasco of Matr Deo College; Leslie Ann Estaniel of University of Cebu-Lapulapu and Mandaue; Ma. Shiril Armero of Soutwestern University; and Ramon Matthew Basabe of Cebu Doctor’s University.
This year’s TOSP chair of board of judges Analou Suan of Great Physician Rehabilitation Foundation said, “It’s very tough to be an outstanding student because there are millions of students in this country."
The qualities that make a student stand out are the ability to balance academics and the commitment, dedication, and willingness to do something. Also the student addresses issues that make a difference that matter to the people of this country, Suan added.
TOSP regional representative Rolando Villamero Jr. said this year’s Regional Formation Week is made more meaningful because of the participation of five new schools in the search.
New participating schools were Mater Dei College and Bohol Wisdom School from Bohol; and University of Southern Philippines-Foundation, Cebu Doctor’s University, and University of Cebu-Lapu Lapu and Mandaue Campus from Cebu, said Villamero.
"The nominees from these institutions made it all the way to the top 10. The reason for this increased participation is the Youth Hours Workshop conducted by TOSP-Alumni Community in various venues in Region 7," Villarmero added.
Thus, making TOSP a more mainstream and relevant program in the community setting aside the misconception that this program is only for big universities, Villamero stated. (mbcn/JCT/PIA-Negros Oriental)

LTO to strictly enforce helmet law in NegOr
By Jennifer C. Tilos
DUMAGUETE CITY, May 5 (PIA) -- The Land Transportation Office (LTO) in Dumaguete city will stricly implement the helmet law on July 30 or first week of August in Negros Oriental to promote the safety of the motorcycle riders in this province.
In a multi-sectoral forum, LTO-7 regional director Raul Aguilos said that his office is authorized to enforce the law mandating all motorcycle riders to wear standard protective helmets while driving.
Aguilos emphasized that the rule is for the protection of the riders and warned erring motorcycle drivers will be apprehended and meted the corresponding penalties.
LTO and DTI joint administrative order prescribes rules and regulations on the wearing of proper crash helmets for both passengers and drivers of motorcycles.
According to Director Aguilos, LTO is mandated to flag down each motorcycle whether the driver and back rider is wearing the required helmet or not, and failure of both would mean payment of P1,500 for first offense, P3,000 for the second offense and P5,000 for the third offense, and P10,000 (plus confiscation of the driver’s license) for the fourth and succeeding offenses.
Meanwhile, the Department of Trade and Industry (DTI-7) in Central Visayas has started its mandatory inspection on all helmet suppliers and dealers.
The standard helmet has a Product Standard or PS mark for locally produced helmet, and Import Commodity Clearance, or ICC marks, for the imported ones.
DTI-7 regional director Asteria Caberte said her office has approved helmets with ICC marks, as she assured the riding public that it has enough supply of helmets.
Under the law, helmet manufacturers and importers need to secure a PS license or an ICC mark before selling and distributing their products. (mbcn/JCT/PIA-Negros Oriental)
